Gavin definitely COULD conjure new food, but I am thinking a little part (or maybe a BIG part) of why he WOULDN'T conjure new food would be his love of messing with Damien. He knows Damien's pursuit of perfection and enjoys doing little things to annoy Damien (like burning the food AND not fixing it even though both Damien and Gavin know he could have easily fixed the problem).
