I get resource pack fallback error when using this. "Low memory. Textures will have reduced level of detail". I have 32 GB of system ram and a 2080 ti. Any recommendation? The beta text on the top of the screen shows I'm only using like 4.5-6.5 GB of ram.

That’s just an issue with the latest version of the minecraft rtx beta, don’t worry about the error.

I also get a "low memory, textures will have reduced level of detail" error. And unfortunately, I do need to worry about it because it makes it so I cannot run this pack at all. It makes the whole world look like trash. Is there a work around, or an updated pack coming soon?

The "low memory, reduced textures" error is just an issue with minecraft RTX, and should not have an impact on the game. As for your problems with the pack; a new update should be released soon, and any problems you might find should be fixed.
