The cruelest aspect of this is that if you don't have a slot for footwear, you can't complete any special armor sets and get their full-outfit special effects.

It occurs to me that if the people in this world were even a little more tolerant, accepting, inclusive and understanding of cultures and species other than their own then Sheogorath wouldn't be able to torture them to such an extent.

That's actually a pretty good point. Even at the height of the Empire's power near the end of the Third Era, there was still huge amounts of racial and cultural tension going on, particularly in the border regions between provinces. And unfortunately, the intervening years between the Oblivion Crisis and when this story is set haven't been kind to race relations.
