My guess would be that having too many immortal people that actually know how to fight could become a huge problem is they get out of control. Mimi is strong but we know that she's also far too reckless due to her age, so she can be disabled with enough effort.

Well, first you need to find somebody who can use the spell, which does not look easy to do, and who is willing to use it knowing they will end their lives. And also having someone you can use it on who will not bee extremely pissed at your killing them just to make them a killing machine. The circumstances are not easy to get, and the danger that the resurrected might turn on you is certainly high.
