For me the deliberate pacing is fine, and in fact it's the type of character heavy story that benefits from slowing down a bit and getting more details and context. In a 12 ep seasonal anime maybe not, but it's the 3rd two cour season, certainly should earn viewers trust that there will be a bigger payoff later (and anyway, it's rather interesting with just the individual smaller payoffs like Maomao explaining the show).
