Considering how much he didn't like crushing the previous dude, this makes sense. He doesn't want to have to kill the kids, especially considering they're often abused orphans who have no other options... all he needs to do is offer them a better one (which is almost anything). The thing that really stands out is Orochimaru's plans have fully gone off the rails. The forest gambit is toast... he no longer has his barrier team on his side. Everything he wanted to do is off the table unless he's willing to go ahead despite it all being well on its way southbound. Also, sure getting a lot of use out of seeming like he's waded through oceans of blood he spilled.
