Dude, anybody with a brain watching this could tell she was suicidal. if my sister told me something along those lines, using that voice tone, with an explicitly depressive look in her face, the first thing I would've done is to go after her. What do you mean she'd have to be a "mind reader"? That's just common sense.

you realize Vi was locked in and we don't know how long before she was released, it was most likely to late by then. Don't forget we have the view point from jinxes perspective Vi doesn't.

Also Vi isnt a detective and barely knows anything about her sister to be able to guess where she might go after years of estrangement and trying to kill each other. 'Just search everywhere in a two cities about to go to war' is not an actual plan or effective idea to execute.
