The best part about John Smith is that they had to get a second VA for shadow. Shadow Vi Britannia commands you.... give me all you money!!!

Jangles Jingles

I don't think Cid is actually rich, sure shadow garden has infinite money and would gladly hand it all to him, but since he doesn't think he is actually their boss beyond his imaginary roleplay game, he doesn't think he can take any of their money without permission. I think he doesn't ask them for money because it breaks his character to ask for help like that, so this whole arc is basically a way to 'steal' mitsugoshi from them, then hire them to run it for him like they did before but this with him officially owning it all (with him not realising he owned it all before anyway, just unofficially). Basically he is jealous / petty that they are making money from stuff he told them and wants to steal it from them

It's also the arc that shows clearly that no one is safe from Cid's chuuni role play, that it's not just some corrupt/criminal scum or gag characters that might suffer from it, suddenly it's even those that literally devote their lives to him that suffer from it, because his willful ignorance of reality doesn't let him see what he is doing to them.
