What exactly do you think Carter has done to make you think he's not putting the effort in? Because he spent 5 min with that girl before he got caught? That's it? BTW: Benton's frustration doesn't come from thinking he doesn't put in the effort but because he spends too much time with the patients - that actually is a conscious effort from the writers which leads somewhere :) As I am sure you've seen.
