Mihawk was intrigued by both Zoro´s and Luffy´s resolve to achieve their goals. That´s why he didn´t kill Zoro and why he just left Luffy alone "the world could use some more wild cards". He wants to see what Luffy will be able to achieve. And since Mihawk is too strong for the government and they essentially pardoned him to do whatever he wants he can also just decide to ignore requests from the Marine, because... what are they going to do? Arrest him? I really like Sanji, and his actor! Fun fact, the actor, Taz Skylar, trained 10 hours per day to get his kicks for the fightscenes right. And also, in between filming he actually really cooked for the filming crew.
