Bran being emotionless is 100% intentional, to answer your question. I think the logic behind it is that he is desensitized. He has experienced and is experiencing thousands or millions of things at once in his head, so the things that are actually happening to him are not really important to him anymore. The whole thing is a bit silly, imo, but it's the best reason I can come up with. The actor is definitely not to blame. Also R.I.P. Diana Rigg (Olenna Tyrell). She died in 2020 at the age of 82, about three years after her last appearance on Game of Thrones.
