I can only guess that: 1. based on the last panel, either Haru would (unintentionally) cough up water into Mizue's mouth as she was about to exhale into his mouth, or before she'd get the chance to put their mouths together. 2. Haru might be traumatized enough to not dare to get close to the water again... at least on his own, though Mizue would help him conquer that fear... and maybe more than that.
