I have Zarchiver but I'm not seeing a way to install the game via mobile

Have you activated the "Trust Unknown sources" in your settings? Is the file that you downloaded the same name?

Is there a minigame for the cat? Does it not work on android? I remember seeing the achievement glitch out and give itself to me randomly in the previous release with the old achievements and there seems to be something that pops up for a second when you click the cat but it closes instantly. If the game works on PC I want to try it out.

There was but we retired it long ago because it was baaaaaaad. Don't worry, there is no achievement for it either now.
