I’ve always read it as a kinda proportional thing. To control the group Jasmine didn’t eat anyone but once she started taking walks we see the need to eat arise and as her influence expands it necessitates her consuming more and more. It’s reasonable to assume once all the 7-8 billion were controlled she wouldn’t need to eat to maintain the control. Much to think about
