I'll explain because you don't get it. A hag, or old hag, is an old and physically ugly woman. This means old physically attractive women and young physically ugly women cannot be hags. Also all men cannot be hags by this definition. The WHO say that people are classified as "old" at the age of 60, meaning nobody under 60 can be a hag. So no, Tanna is not a hag as she is 37 years to young and is attractive. This also means that Belinda is also not a hag as she is also both to young and not ugly.

The joke is based on the Japanese idea of a Christmas Cake (basically their version of an Old Maid): a woman unmarried by 25 is officially a spinster, or at least that’s how the characters comically overreact to it. And since anime character designs tend to either look young or super old with no middle ground, the obvious joke is that anyone over a certain age gets labeled an “old hag”.
