The CCCP of the 70s and especially the 80s was a toothless shambling committee, no real need to wonder why that smothered the software - and the hardware. There was a brief decade of chaotic growth after it collapsed but most of the power fell back into the hands of a nomenklatura now freed from committees to revel in corrupt oligarchy, meaner and nastier more like Stalinism than the committees Krushchev and Brezhnev wielded.
