According to my research, the earliest example of the outfit was a hentai called "Bizarre Daimajutsu" from 1997, though the idea of reversing sexy outfits, a concept which BD seems to lean heavily on, has supposedly existed in Japan since the 1980's. Not very surprising, with their weird porn censorship laws Japanese artists have had to get very creative with how they arouse their viewers. Suffice to say, it was likely developed independently by several artists before reaching popularity in the 2020's.
