Borrowed from our tattoo history site (Occult Vibrations) -

This photo was taken in 2001 at the NYC Tattoo Convention held at the Roseland Ballroom. Facial tattoos- once stigmatized at tattoo conventions- were becoming commonplace and this young man was kind enough to stop for a photo.
