You actually found the correct spot for the merchant/Frozen Feast in an earlier episode and even wondered about the purpose of that empty location. It's exactly as pictured in the hint. Unfortunately the quest is permanently failed in your current playthrough and it would have given you a really valuable reward compared to the other vessels.

So, Vegnigni is basically Batman without the muscles : his parents died in front of him as a kid, he is rich and built a lot of technological marvel. Arlechinno is a mix between Riddler and Joker/Szaz, and you already noticed the Viktor/Bane. Someone on the team must love Batman ^^
