I think I agree with another commenter that you guys actually did a good job of not being super confused and using context clues on that second episode. I appreciate that because it shows you guys are actually paying attention to stuff, even if they get confusing with this show. As always, thanks for the reactions I'm enjoying them very much.

Also at the end of episode one I'm pretty sure it was a misdirect and everyone was already under Wrath's control. Subaru was initially taken aback by her saying she's from the witch's cult but is later shown thinking it's all a joke. Since Wrath's power makes everyone feel the same thing, I think the majority of the crowd thought it was a performance and that feeling ended up reverberating through the crowd, which is why everyone started cracking jokes even when they saw Lusbel in chains.
