If you remember the cliffhanger in 6x18 stated "The Final Act" begins. So, it's the beginning stages of the Final Arc of the series. An arc the manga is currently in and is close to finishing.

Also, we got a little world building with the Create Rejection Clan (CRC) a cult that prides themselves in discriminating and bigotry against people that have animal features or mutant quirks. So, characters like the woman Deku saved, Spinner, Tokoyami, Ashido, Koda, Shoji would fall under that category. The topic is explored more in the spin-off manga Vigilantes.

You guys were absolutely correct, the civilians were attacking the tall heteromorph woman because of how she looked. The sub translation was off but it was correct in the dub. Edit - Oh and just to help a bit hopefully, Lady nuh-Gaunt👍
