After Supergirl eliminated a bizarre creature that was destroying the city, her entire body became bound by magical chains. It turns out the monster was a cursed creature created by a cult wizard. Whoever destroys it triggers the magical seal, and Kryptonians are least adept at dealing with things like magic.
