Gabi is a brainwashed child soldier who was fed propaganda every day to make her believe there were only devils in Paradis. Whereas the scouts are adults who knew that they were massacring innocent civilians and innocent children in Liberio (who were even their fellow Eldians too). There is really no comparison.
