The Worst Transit Project in the US can be Easily Fixed

This focus by transport agencies on grand designs and the avoidance of any disruption is also a problem in Germany too. In Cologne, we are gonna build a deep tunnel under current light rail lines in the middle of the city, instead of pursuing projects that expand the network and have a better cost to benefit ratio. These projects also block a lot of human resources to build stupidly expansive rail projects that could be used elsewhere.

CLEVELAND MENTIONED. Cleveland has a budget of $365 million for 2025 and is almost entirely self sufficient because we get no help from the Ohio government, and outside of replacing rail cars they almost never submit any proposals to the Feds because they know pulling together matching funds could be difficult. Watching agencies like VTA spend 75% more while lighting money on fire with projects like these just to carry 25% more people sucks. I understand the fund matching and all of that, but we REALLY need to rethink the way transit projects are funded from the federal level if things hopefully go back to normal in 2028. The current structure basically penalizes blue cities in red states because they get little state funding support and are barely scraping by. They don't even ask the feds about or study obvious high ridership routes/extensions because they have no hope to be able to match funds. Meanwhile, Chicago gets $2B from Biden for the over $1B per mile above ground red line extension. Cleveland could have used that same $2B to upgrade their main BRT line to rail along the grade separated main portion connecting 2 of the 4 biggest job hubs in the 7 most populous state. Then buy 3 existing and lightly used freight rail lines, upgrade the rail where needed, electrify it, and the trains/stations to put about 5-6X more residents than the Chicago extension within .5 miles of a rail stop.
