The friend did all but the last prank. The dad did the last one to try to get more money in the settlement. That's why Keith said- you don't want me to testify. The dad was trying to frame the school.

Yes, to add on some context, the dad left the "evidence" pointing to the school board, which he did seem to believe it was them. It was a little to perfect. Like Riley said he didn't want to investigate WHO it was, he wanted Keith to find the evidence for who he thought he knew did it. So he planted the evidence point to them.
