Walt was just astral-projecting himself to people, that's why some characters were saying he would appear places he wasn't supposed to be. Maybe subconsciously when he was sleeping, maybe on purpose, right after the draft incident to let people know, or to keep them from danger, and instead he got Shannon killed, well a whole lot of circumstances went into that. Walt had special abilities, like Ben seemed to see dead people or talk to Jacob in the cabin, Locke getting healed, psychic Miles, Richard not aging, Desmond, and now Hurley "seeing" "dead" people. Or is he just crazy?

About that "Fake Steve Buscemi", also known as Neil "Frogurt", he was featured in a Missing Piece of Season 2. In that episode Neil told Hurley that he was into Libby too and that if Hurley didn't get her, then he would.
