Case No.: 11072CA
Case Status: Unresolved
Lead Agent: Vargas, Dario
Updated: 10 July 2022, 02.17 UTC
Reporting Agent: Sutton, Grace (Field Operative)
At approximately 20.00 local time on July 9 2022 Mr. Vargas ordered myself and his team to secure & incapacitate the 9 subjects present at the private residence indicated in previous reports. Subjects on site at the time of the action were as follows:
11072CA.14 Tremblay, Brooke
11072CA.15 Doubek, Paige
11072CA.16 Holt, Kaylee
11072CA.17 Ainsley, Cerys
11072CA.18 Underwood, Cassandra
11072CA.19 Caetano, Melanie
11072CA.20 Underwood, Nina
11072CA.24 Pearce, Willow
11072CA.25 Blakeley, Sasha
Subjects 14, 15, 16, 17, 19, 24, & 25 were rendered incapacitated by use of magic, while subject 20 demonstrated resistance to the standard spells. Subject 20 was instead incapacitated by conventional means (police taser). Subject 18 was also resistant to magic, absorbing or negating three spells of increasing power and complexity.
Subject 18 went on to demonstrate overwhelming mastery of magic, rendering Mr. Vargas' team unconscious without any visible use of spellcasting (no chanting, gestures, or other casting aids were observed.) Subject 18 subsequently revived all eight of her fallen companions while demonstrating the ability to read Mr. Vargas' mind, revealing knowledge of personal details from throughout his life.
Subject 18 then claimed to be a divine entity, she identified herself as: "Cassandra, Goddess of Chaos"
Subject 18 was heard to comment that she "did not care enough about the Council to wipe them from the face of the Earth" but she indicated that Mr. Vargas' decision to attack her friends and family was inexcusable. She stated that she would be merciful and spare the lives of Mr. Vargas and his team, along with my own life. Mr. Vargas and his team subsequently vanished without a trace, current whereabouts and status unknown.
Subject 18 ordered me to submit this final report, along with the following warning:
If [the Goddess of Chaos] detects any Council operatives within a 1,000 km radius of the aforementioned private residence, said operatives would face her wrath.
This warning is expected to come into force no later than 20.00 local time on July 10, 2022.
Council operatives within the designated exclusion zone have until that time to quit the Council or evacuate the area.
Final comment, subject 18 is confirmed to be the source of the 'cursed' plush toys (see: Case No. 21109CA). This agent strongly suggests that the Council cease any ongoing investigation and/or persecution of users of said toys, lest other agents or the Council at large incur the wrath of [the Goddess of Chaos].
Personal Addendum:
I was against this operation from the start. Following the fiasco with agent Reeves almost two years ago I told you all that those girls were not our enemies. They've done their best to keep themselves, magic, and the supernatural out of the public eye while also putting themselves into harm's way numerous times for the public good.
The two recent public demonstrations were not the fault of those girls, they were orchestrated and arranged by Vargas himself so he could justify his subsequent aggressive actions.
When Vargas showed up here in February I protested his assignment to this case. On that note I strongly suggest you take a closer look at Vargas' past successes, I have reason to believe he has been serving himself rather than the Council.
Finally, you can take this addendum as my official resignation. While Cassandra agreed to spare my life, I'm not going to escape this mess unscathed. I don't know what's in store for me, but I sincerely doubt you'll ever see or hear from me again.
signed, Grace Sutton

Case No.: 11072CA
Case Status: Unresolved
Lead Agent: (unassigned)
Updated: 14 July 2022, 16.30 UTC
Reporting Agent: Moreno, Sofia (Staff)
This Case was reviewed today by the Board of Directors. Outcome and resolutions as follows:
1. The following 6 Council agents are missing and presumed deceased, although attempts to contact their spirits through necromancy have failed. Attempts to locate their bodies by scrying have also failed. It is therefore concluded that the following agents were likely eliminated, their remains destroyed, and spirits either sealed or dispersed.
Pending confirmation, standard cover-up & misinformation protocols will be applied & death certificates issued in the appropriate jurisdictions.
Boyle, Edward
Cassano, Victor
Normand, Lois
Slusser, Beatrice
Sutton, Grace
Vargas, Dario
2. The following 11 subjects remain persons of interest in the ongoing investigation. CAUTION: agents are advised to avoid direct contact with subjects under any circumstances. WARNING: agents are advised to exercise extreme discretion when operating in the vicinity of subjects 18, 20, & 23
Current active subject list as follows:
11072CA.14 Tremblay, Brooke (DoB 2002-10-16) witchcraft [suspected]

3. Despite the claims made by agent G.Sutton there have been no further actions taken against any Council agents currently operating within the 1,000 km 'exclusion zone' indicated in the report filed on 2022-07-10.
4. The Board of Directors agree that the final report filed by agent G.Sutton was likely made under duress and therefore cannot be accepted as accurate. In particular agent G.Sutton's claims that subject 18 is a [Goddess of Chaos] are likely hyperbole, said claim has therefore been dismissed.
4a. Further research indicates no known divine entities affiliated with the concept of 'chaos' have employed the epithet 'Cassandra', nor do any divine entities currently known to be present on Earth match the description of subject 18. In addition, government / civil documentation & records indicate subject 18 was adopted by subjects 22 & 23 on 2003-09-30. Finally, medical records indicate subject 18 was rushed to hospital on 2021-06-04 where she was admitted and treated for severe electrical burns. Taken together, this evidence confirms subject 18 is most likely a typical mortal human who is experienced in witchcraft and/or sorcery.
5. In light of the loss of agent D.Vargas the Board has resolved to promote another field agent to the position of lead troubleshooter at the next general meeting.
6. The Board of Directors has resolved to continue investigation of Case 11072CA. Director Sinclair confirmed the presence of an inactive agent residing in the same locale as the case subjects. Said agent will be reactivated and assigned as lead, to commence no later than 2022-07-21.
7. Updated mandates for Case 11072CA are as follows:
A. observe & report on all currently active subjects.
B. identify & report any new subjects as they become pertinent to the case.
C. ascertain true fate of agents listed in section 1.
Regular reporting on this case is expected to resume no later than 2022-07-31, after the new lead agent has been assigned and had reasonable time to review case material & commence investigation.
