I rated this movie a 70 the first time I watched it as well. After watching it a few more times I put it up to a 80.

The doctor the guy that got poison in the hospital and the man that got shot at the end we're all and on the drug dealing. Since the operation has been going on for so long and it was a very big operation. They had to come up with all the antiques of him taking a bribe and everybody being in on it to flush out the real people. Oh and did you catch at the end he was called a colonel.
