For the longest time, I'd seen this image, and assumed Benny sounded like uh... some mid-high pitch New Yorker type accent. I haven't played through the game yet, sorry. Anyway it turns out he was voiced by fucking Chandler (Matthew Perry) lmao. That's great. Folks said they hated his VO, I haven't played it yet but from what I saw when it looked it up he seemed fine. I dunno.

So I think the main reason people dislike Benny's voice is that, from what I remember from Perry's interviews, he was such a fan of Fallout that he didn't want to be spoiled on any story beats, which left all his lines being made out of context. I'm not sure its true or not, but the first time I heard that suddenly the slightly "off" feeling I got from Benny made more sense, though personally I never hated his lines. But who knows! Maybe all of NV had the voice acting done like Oblivion, where all the lines were recorded alphabetically and the Benny deal is just a rumor. It could also be that his lines are just so memed to death that people can't take it seriously anymore.
