I don't think these are from other timelines, they all look like the characters we know from this time line. If you recall back in part 2, that otter in the red shirt talked about wishing he could have a partner, and Tanni mentioned there was one last wish remaining. If I had to guess, he got his wish.

I don't think Rosco's guess is right here. Back in chapter 2, the otter in the red shirt wanted to have a partner and was hoping the pillars would grant that wish. He's now talking about something happening while walking past the pillars. Tanni was mentioning there was one last wish left for their world before it would be complete. I think that his desire for a partner was a chekhov's gun, and now it's fired.
