This is a setting where nudity and sexuality in public are common. So it's perfectly normal to them to be naked around each other, or to perform sexual acts without thinking about it.

She's only wearing a neckerchief. The coloration on her back and front are the same.

It looks like it's a vest or an open front shirt. You can see the tan of her breasts in panel one, and the sleeves of the top are visible around her shoulders in panels 2 and 3.

Never noticed in the Black and white version that Tanni is wearing a vest the first time we see her.

Kesh - I beg to differ. In panel one the coloration on Tanni's back is a pastel blue, like the blue of her neckerchief. And what I can see of her left breast could be light blue, or could be tan like her body. So I will go with Piedunk's comment. And I agree that she must be wearing an open-front something - a shirt? You call that a "shirt"? That is more arousing than those "virgin killer"sweaters we heard about a few years ago. In fact, they're not even in the same class. This is a Rick Griffin Special, though not out of his ordinary. Well, enough, already.
