New tier, "Technically Possible" for unfinished runs with extremely low odds of actually winning. It didn't finish, so I don't think it quite deserves the Bruno tier, but this could make your tier list look a lot busier. Really up to your preference. I just think Bruno tier should still be finishing the runs

If it technically is possible even if very improbable, I think it should either be bumped up or add a new tier.

I say Bruno tier, since it's technically possible with your ruleset. If you were to sit down and do it legitimately, it would take a super long time, but unlike Magikarp it is still possible with your rules.

Personally I thought it was impossible, like Weedle or Caterpie in Gen 1, so even given crazy odds I think Ditto should get the Bruno tier. After all, you yourself have lost to Bruno with bad rolls.
