Remember, In this dystopian / steampunk-ish world, just as in any true late Edwardian - Victorian inspired world; couture would be crazily important. I mean, we're talking about the inventors of High Heels, banners of Lipstick and creators of the tablecloth to avoid men getting boners by those lewd table legs (truest and one of the weirdest facts I've ever read). So, Bretta having grown in a noble Scarlet Household holds couture in high importance.  But you know, she's still kinda down-ish to earth.... so... yeah, it was totally a Tamaki moment waiting to happen.
