Based on Okuru's outfit and him mentioning his unusual appearance I'm pretty sure he's supposed to be an Ainu, one of the indigenous groups of Japan. The show Golden Kamuy has a lot of really interesting Ainu cultural stuff in it, on top of being one of the most funny, if not 𝘵𝘩𝘦 most funny, anime I have ever seen.

Because it's so out of pocket. To use extremely offensive language out of nowhere can be funny. If you watched Prison School on the Patreon, there are scenes where a character says "fuck" to girls. The humor is the same. It has nothing to do with "being retarded", but just the fact of saying something like this. Hope that helped 👍

Well, I wasn't aware that it is extremely offensive language, since I'm not a native speaker - hence why I was asking. Thanks. In Germany one wouldn't consider "retarded" as extremely offensive.
