This whole arc is one of the absolute best. Seriously, the setting here is like that of an Old School Yakuza/Samurai Drama meeting the Florida Vice Bad Cop Good Cop Drama, with Rock being the sole connection between the two themeatically as he can't *choose* between either side and is still refusing either side. He wants *both,* and this current situation we're in is exactly *why* this arc is still on-going, it's his fault, and now he was trying to avoid the consequences. The Samurai x Gunslinger by the pool was 1000% a reference to Akira Kurosawa's Yojimbo, and the usual trope of Sword Guy slicing bullets which started from the 2002 movie Equilibrium, which is another theme in and of itself that plays another layer to this overarching conflict. Yojimbo was a film that *also* bridged the Western and Eastern filmmaker world with famous franchise that started several careers including Clint Eastwood's in A Fistful of Dollars, of which was a direct remake of it Yojimbo, while the film in the Eastern sparked a lot of that same dynamic/trope. I could yap a whole lot more, been doing research for some papers, but the gist is It's a *very* layered TV show since it's adapting a light novel series by the same name published in 2001, way back when people actually enjoyed writing complex, nuanced, and hard hitting questions.
