By "taking the blame" he means that the world's politicians are giving the whole responsibility of the Chimera Ant issue to the hunter association. Taking the blame if they fail, the lives that were lost because of the ants, extermination of a species (if there are people that would care about that), anything.

The really funny thing about kite's abilities is that, as you remember during gon and killua's nen training you have chosen your ability based on the category you fall into. For example - special K is originally a conjurer so he chose to conjoure chains. Kite also falls under the same category so kite 'chose' to conjoure a roulette that can bring 9 weapons. And then he called it a drag 😭
