Titans have an instinctive need to eat people. This one was trying to hold itself back from eating Ilse. It felt regret after eating her, so tried to honor the remains.

Thanos D. Alexioy

If you go back to season 2 ep10 you can recognize this titan. It is the woman that gets pushed off the wall right before Ymir. And yes she is one of the people worshiping her. I believe it is episode 2x4 that they talk about christa and that she is always with Ymir. When hanji hears that name she recognizes it immediately. There a lot of easter eggs in AoT. Cant wait for season 3. Hope it doesnt count as a spoil but levi will shine in the next season.
