Idk I actually think the Rukia stuff makes a fair bit of sense given what we know about Shunsui's relationship with the death of his loved ones and his responsibility for theirs. It feels similar to how he felt about Nanao and his brother but just switch them out for Rukia and Ukitake. He probably feels a degree of overprotectiveness, but he's grown from his experience with Nanao and has left Squad 13 captain-less for her for 5, 10, or 100 years until Rukia is ready. She gets all the experience of leading the squad, while Shunsui takes ultimate accountability and any potential targets on her back until he feels like the person his best friend thought of like a daughter is 1000% ready to take it all on.

I'm going to wager, Rukia's ascension to Captain would have been marred by one single fact: Noble Family Politics and Central 46. This would be the first time in Soul Society History, that two of the Kuchiki Clan had held 2 Captain Positions withing the Gotei 13, no doubt calling into question politics, power plays, other family outcry and whatever else you can possibly imagine from such a storied ascension of rank.

I would Imagine that Rukia's final acceptance to the position would only be finalised once proven to all other beyond all doubts, that she alone was perfect for the position above all others. Shinigami love their politics just as much as internal squabbling it would seem!
