Joe you're close, episode 70 is when Louis arnote was mentioned in a book segment in "Brag Men" about little garden and elbaf. Edit; once again I commented too soon.

Just sharing few things I learned from Gemini about the giants running slower: • Too much weight: If you double a person’s height, they become 8 times heavier but only 4 times stronger. Their muscles simply couldn't snap back and forth quickly. • The Pendulum Effect: Long limbs act like long pendulums. Just like a grandfather clock, longer legs take naturally longer to swing forward. • Lagging Reflexes: Nerve signals have a speed limit. It would take a noticeable delay for a giant's brain to tell its feet to move. • Overheating: Larger bodies trap massive amounts of heat. Moving fast would literally cook their internal organs.

That only factors in laws of physics at vanilla state, not obviously genetically engineered lifeforms like all the non-humans in One Piece (we can presume they are genetically engineered humans if we go back far enough, since they all can interbreed & have same blood types too, that would not be possible if they weren't originally the same group of lifeforms, and considering DFs & Lineage Factors are a thing we know exist in OP universe...) are. Unless you're trying to claim physics make it possible to sail on a rainbow...
