The General in charge of the dam was placed there by General He as a sacrifice. He knew what he had to do for the plan to work.

From what I gathered...the people were regular villagers conscripted for war efforts (typically build roads, etc), and not expected to die since they're not in the front lines. After they finish, they were supposed to be let go. They are building a dam (but Sui doesn't know that). The marquis' plan is to lure the Sui army and when they reach the pass breach the dam. For the trap to work, no one must know , so the villagers who built the dam ( likely in the path of the flooding as well) can't evacuate before the dam breaks. Soldiers dying is expected, sacrificing people (without their knowledge) though it will help the war is seen as morally wrong. The general who ordered it and the marquis who came up with the idea will be publicly condemned. General He was not expected to be attacked at the last minute but had to make sure no one could warn the Sui army of the trap. Ruthless tactics like these are what make the marquis so feared. I think back on how he wiped out the bandit fort (there were women and others there not just bandits) and the example he made of the leaders. He didn't leave their bodies intact, and set their bodies on display. Not leaving a full body was seen as a huge taboo (due to their Confucian values).

On the episode where Xie Zheng visited general He to ask for soldiers and about Changyu, we see general He asking general Tang to do something atrocious

I think when the Sui army arrive, there will sure be front scouts. So the people staying will need to fight and kill anyone who saw the dam. That’s why these people will likely die. Not that they will have to personally be at the bottom of the dam to breach it. They obviously have bombs. But it still seems weird. Because this means they are expecting to be able to kill the Sui scouts by a bunch of civilians.

Sui Clan has Chongzhou, when Changyu was taken, they think she is from Chongzhou (she was heading in chongzhou as she rec'd info that changning was in chongzhou; i mean true bec she was taken by sui yuanqing), and had to verify that she is not part of rebels (which were from chongzhou), General Tang Peiyi was instructed to recruit anybody to gather rocks, those building dams were Tang Peiyi's army (in order to hide the plan), but ordinary citizens were not given information what they were there for other than being captured as suspected rebels or conscripted. The general knew there were rebels on these citizens, he anticipated that once they start bombing the the dams, the rebels would send signal to Sui that could ruin the plan, which was true, those who stayed were sacrifice as they didn't want any suspicion to spread why some where being let go as they cannot let everyone just go and peiyi's army be left behind to break the dams, these would raise so much suspicion, general just didn't expect that there were many of rebels, which kind of overthrow most of his troops which were not much to begin with (He Jingyuan only gave Xie Zheng few troops as Xie Zhang didn't want to leave Jinzhou vulnerable since this was the real target of sui clan), and the other recruits were just ordinary citizen so they cannot fight and were killed by rebels (which were the sacrifice that general peiyi was talking about).
