They're really starting to get into the guts of how the magical kingdom really works. The mana gets used for a heck of a lot more than just food. It's effectively the power source that maintains the government facilities themselves. The mana shortage basically means they're having to choose between food abundance and the maintenance of the country's infrastructure.
