viruses like rabies (which the show virus takes inspiration from) enter our brain crossing the Blood-brain barrier using tissue trauma like animal bite which is a slow process by which it replicates blood cells in the tissue and fools the barrier into thinking it is part of our body. Blood brain barrier prevents any foreign object from entering our body which include anti viral medication as a result we cant cure such diseases rather try to mitigate the symptoms such as Polio (P.S we have eradicated it by vaccinating kids).

You might have missed it, but there are two main reasons why the complex is kind of empty. It is a newly build complex, so all the units have not been filled yet. Remember, there is a couple who are part of a cleaning crew getting apartments ready for new tenants. They work with the masked guy. Also, they shut down the building while most residents during the day, so some residents like the little girls parents were out at work. etc.
