Yes, they do dub over, and they have many reasons for doing so - sometimes the director wants another voice actor instead of the one playing due to accent, tone of voice, health issues etc. The voice actors are highly qualified - there is a very nice and cosy modern cdrama called "Love Me, Love My Voice" about voice actors on Viki. They also cut costs by not having to redo scenes due to noise outside of their control (and thus they can be as loud as they want on set). This also means you can have multiple productions teams filming at the same time next to each other - this happens a lot in Hengdian, especially when it starts snowing or raining.
