They do not. At least not for me. Yes, you feel like you are looking around, however like many dreams, details are different. A closet is open instead of closed, or you are alone despite being up at the cottage sharing a room, or the room is its old configuration of five years but you just changed the setup recently. I think the common conception of being eye/brain awake but physically still disconnected is incorrect. Or, at the very least, the moment the hallucinating begins all bets are off. Maybe my eyes do get some scanning in, maybe they close again right away.
