I've always enjoyed the witty dialogue and wordplay in this story ("If we could cook your memories, we would feast indeed!"). I think like you that Shardovan is meant to be a red herring - he's a little sinister and menacing, with Master-like facial hair; plus he's the only present dressed all in black). If only the Portreeve makeup disguised Anthony Ainley more, the ruse would have worked better. Although... Neil Toynay? Surely it can't be an anagram for Tony Ainley? Better be on the watch for more of these anagrams, perhaps...
