Yes, this two-parter establishes that both the Russians and the Syndicate are working on a vaccine against the black oil. But not collaborating with each other of course. Also, the oil you see here has different properties from the one in season three ("Piper Maru" / "Apocrypha"). That one literally controlled the host that it was in, and also had the ability to kill through radiation, whereas this one puts the person in a comatose state. The explanation, although not specified here, is that this particular oil is weakened here, coming from fragments of the rock that has been burried for who knows how long. Also in season three the oil had a specific goal, which is to return back to its UFO.

This two-parter, with Mulder bringing Krycek to shirtless Skinner's condo, and then Mulder and Krycek travelling together and getting locked in a cell together, gave birth to a lot of pervy fanfiction. LOL.
