As far as Syril knows he's helping Dedra to "Draw in Outside Rebels/agitators" he doesn't realize that the Empire is planning to somehow Kick all the Ghormans off the Planet either the easy way or by force if they can't, all so they can Gouge mine it. They're letting the Ghormans succeed in their attacks so they grow confident and hopefully goad them into starting a revolution one day that'll end disastrous for them. Syril just thinks that by letting the Ghorman rebels succeed it will eventually attract outside Rebel cells they can trap & catch. Seeing Ghorst get blown up was satisfying lol and must feel good for Bix. Basically when Lonni heard about Ghorst being expanded into a program he alerted Luthen & Kleya and then Luthen set the mission up for Cassian & Bix at the end, that's why their beacon was flashing. He hoped it will help Bix a lot since ghorst was the source of her issues, so now hopefully she sleeps better going forward.
