The Southern portion of the empire that Razendi's family controls recognizes three genders and is very accepting of "unhalved" people but they will often have trouble recognizing a transgender person as anything but third gender. Pretty much everyone in the empire but those in the far-North are culturally influenced by the South and liberal Palladesia so they will use they/them pronouns for those who specify and refer to people by their job titles instead of miss or sir. Example: Jintu will call Kiri "Assistant Kiri" the same way he will call Tashti "Miss Tazilka."
