Few things. 1. The men were unsure where the orcs would attack initially and were unprepared for the assault crossing the River. There is a crossing and fort to the north of the ruined city that they also expected a potential attack to begin the assault on Gondor. That’s why caught off guard. 2. Sunlight doesn’t effect the ring wraiths so they can go about their business daytime (same with orcs though they’d prefer not to. Saurons storm blacking out the sky is just a way to ease them on their journey to war). Gandalf just uses a spell to scare away the ring wraiths essentially. It wasn’t just the fact it was light that they turned around. Just being shook by an equally powerful/great combatant now on the field.

For the people by the beacons, I'm guessing they would have kept a small garrison of soldiers live in like a guardhouse at each beacon so they could keep a 27/7 rotating shift going. They would keep supplies in a storehouse and more would be delivered every couple weeks. And then the whole group would be rotated out every couple months or so.
