A favorite of blood wizards, this wand serves two purposes for their practices. 

Magic Weapon. You can wield the wand as a magic dagger that grants a +1 bonus to attack rolls and damage rolls made with it. 

Sanguine Arcanum. After you damage a creature with this wand or if you pour a vial’s worth of a creature’s blood onto it as a bonus action, the next time the creature whose blood coats the wand makes a saving throw against a spell you cast they make their saving throw with disadvantage. The blood then turns to dust and vanishes. 

Unsurprisingly, acquiring the blood of another proved difficult for practitioners of blood magic. Drastic measures were required as their sanguine supplies began to dwindle. Bladed wand in hand they strode into the world to collect what was theirs, bending the battle towards their favor.
